Through Google Search Console you can get backlink data of website which is listed & verified in Google Webmaster Tools. Steps to get data is as follows:

Login to webmaster tools verified account
A select website which you want to export backlink data for
From left-hand Dashboard, go to Traffic -> Links To Your Site
Click more link under “Your most linked content”
Click button “Download Latest Links”
Download CSV of data
