Title tags must be within 60 characters, if limit exceeds the search engines consider only 60 characters and will not show the exceeded characters. Description must be 160 characters, and like how it happens with title tags if character exceeds, same applied here.

Meta Title:
Meta title is the text, which is shown on the top of the browser. Generally it take 50-60 characters, you can user more characters but Google will truncate it.

Meta Description: A short description about web page, shown in SERP, it takes upto 160 characters.

Meta Keyword: Sets of keywords related to that page, Google has stopped importance to it as people had stated to do keyword stuffing by putting too many keywords.
