Go to the disavow links tool page.
Select your website.
Click Disavow links.
Click Choose file and choose the file you created.

we disavow the links because some users might post out link in the websites or comments section unethically which may lead as negative ranking of our website

To disallow links you can use robots.txt file and can also use robots tag.

You can check from any backlink checker tool and from the list of sites you can check the DA of those sites and also check whether you want to retain that or remove. If want to remove go to webmasters tool and disavow the links you want to remove.
