It is unethical for an SEO to use black hat SEO on behalf of an unknowing client.

But in terms of ethics, we have to remember that we are discussing Google’s guidelines, not the rules of a deity.

Do you agree?

Black hat SEO is a practice against search engine guidelines, used to get a site ranking higher in search results. These unethical tactics don't solve for the searcher and often end in a penalty from search engines. Black hat techniques include keyword stuffing, cloaking, and using private link networks

I do not agree with this point. Someday Google will catch the black hat SEO techniques if it is used to rank.

Black hat seo techniques help to rank your keywords faster in search engines and generates more traffic in shorter time. But the methods followed are not supported by Google and hence your website can get penalized for following such techniques.
