As far as I know, Not always, If your website is perfectly optimized for mobile and it’s fast as jet plane Google will show basic version of website instead of AMP. And rank it higher :)

No, AMP itself is not a ranking factor. AMP provides a set of benefits including increased speed, lazy loading, https, privacy preserved pre-rendering, etc. And all of these contribute to SEO. Additionally AMP pages with structured data have the ability to appear in Rich Search Results such as Google's News Carousel.
