b. Identical keywords are not allowed in AdWords and you ads will be disapproved (maybe)
c. Identical keywords will compete against each other and because both ads may serve it may increase your CPC (X)

It depends on the settings or configuration of the ad groups in your account. If you have the same keyword in different ad groups, and if all of these have the same match type and is targeting the same audience, it is quite likely that they will compete against each other.

We should use unique keyword for each marketing campaign to track them easily.

Adding duplicate keywords and using keywords again and again can cause keyword stuffing.So that try to use LSI Keywords. It will help you grow faster. My niche is cake boxes so I try to use cake boxes australia, Wholesale cake boxes, cake boxes design.
