Google gives weight to how old(as a parameter in their algorithm) a website is, that is, it is reliable to have stood the test of time and can be ranked in a google search.
The Google Sandbox Theory is that newly made websites are put in a sandbox before they are ranked and brought up as the top result no matter how well they follow the SEO guidelines. This is to prevent any malicious website that turns up for a few days with bad intent coming up in the SERP.
(This is a theory though, which developers think is there in place as a check for new websites. Google has not confirmed it!)
