Google indexes millions of pages daily, but for a particular keyword it has to rank all the indexed pages in a row, thats nothing but Google search results. Now before all that happens, when google crawls a page it decides what is the page is all about and checks the relevancy parameters and for what keywords it has to show the page to the users, in short it determines the importance of the page.
