Right issue to check in here. However that is impossible to check that beforehand

May be you can check it by giving a call at the Web Host office at any round of clock and take a look of the response, often raise a ticket asking is your service 24x7 and watch how much time it takes to reply, in 2-3 days you can judge them at a good level

I wouldn't choose a host based on how many packages they have. I think you need to decide the type of package you want first, and then pick the host that does that best (while taking your other points into consideration). The packages they offer that aren't relevant to you shouldn't come into your decision making.
