The new one allows up to 270 characters (three headlines of 30 characters and two description lines of 90 characters), roughly doubling the maximum text.

As of January 16th, 2019, these are the character limits for expanded text ads on Google Ads

Headline 1 - 30 characters
Headline 2 - 30 characters
Headline 3 - 30 characters
Description 1 - 90 characters
Description 2 - 90 characters
Display Path 1 - 15 characters
Display Path 2 - 15 characters
