First, create great content with infographic, useful checklist or quick survey statistics.

Then issue a press release to get your content out. These links may not add much seo value as everybody may be doing the same thing, getting similar links to their site. But it make sense when we do outreach afterwards.

All Google can see is, this website published a press release and get many media sites links. Then later on Google find your outreach links but it has to presume that someone sees the press release and think it's worth linking to. It's the curator effect and it looks natural. It will be too fishy if your wonderful content only get a dozen of high DA links but no small, ordinary sites link to it.
