If we purchase an expired domain and upload new website data on that website, do these links have any value for the new uploaded website ?

Eg you could find expired domains with links from Wikipedia/The New York Times etc. Reverse Hunt Domains: Enter a domain and the software will find all fo the backlinks to that domain and then scan them to find expired domains

Expired domains can be used for your main website if it's a very good fit. In other words, if you are an SEO company and you are getting expired domain links from another SEO company - especially one that performs the same kind of SEO in the same location, then it's probably safe.
