I’d prioritize SEO pretty simply: first technical issues and indexing, then keyword research and content that actually matches search intent, followed by on-page optimization and internal linking. After that, work on quality backlinks and keep monitoring rankings and traffic. From my experience, I can say that the Livepage team (https://livepage.net/) has some useful practical experience around this stuff too, especially when it comes to putting the priorities in the right order instead of trying to fix everything at once.
