Yes, you get a free software which you can download via WordPress' site Wordpress.org but then you have to host it yourself on the server.
It is a tedious task and maybe as a person who wants a website for yourself or others you don't want to do it yourself.

If you want to host it else where then ofcourse you need to find a WordPress hosting provider who has a proper server that is safe and gives your hosting full security and recovery options in case your site goes down.. so you may find a decent host in BlueHost India who gives decent plans at a good cost in WordPress hosting. They are know in the industry to specialise in the same..

Yes, it is just as long as you stick with the hosting company's generic subdomain. if you decide to connect a new domain, you will have to subscribe to a hosting plan. for example, my website zeemobile.ca (https://zeemobile.ca) is built with WordPress. before connecting the domain, my domain address was mehrant3.sg-host.com hence! sg stands for site ground
