Wordpress.org is free but has "wordpress" in the domain name. Wordpress.com is paid only and doesn't have "wordpress" in the domain.

The WordPress software itself is 100% free and open source. Open-source software is, by definition, publicly accessible. WordPress itself is available through what's called a General Public License (GPL).

WordPress is released under the GNU General Public License (or GPL), which means anyone can download, edit, customize, use, and even sell the code as long as they release it under the GPL license. The software itself is free but you might end up paying for: Hosting. Premium support.

If you get the software from wordpress.org then yes it is free but you need proper knowledge as to how to host it on your own server.

The paid version, as in the hosting service, is better because you have a service provider that does everything for you. Take Bluehost India for instance. They have great uptime, speed, bandwidth performance, and their starting plans are at competitive prices. So, going ahead, decide based on your knowledge about the platform and hosting.
