However, for a mobile web page, you need much less content as the device a person is using will make it difficult to read large amounts of text.

Mobile Optimization is a part of SEO, as it focuses on enhancing your chances of being discovered by your targeted audience through various means and therefore leverages your visibility through multiple mediums to ensure that you can get the attention of your potential customers easily and with a refined structure.
Mobile Optimization can be counted as a part of SEO techniques and cannot be established as a standalone as it is a mere branch of a massive tree that is SEO. The requirements that it has might be slightly more intense than desktop optimization as your website needs to appear optimized for mobile-view as much as the desktop but needs a lot of work to ensure smooth flow and responsiveness.
