Of course one can independently publish a paper without being affiliated to any institute/university. The quality of the work and contribution matters.

Affiliations do not matter; what matters is the value and the fit of the contribution to the journal or the conference to which you are submitting.

You really don't have to be in academia to publish (even in academic journals). ... Academia, and in particular the part of it that you want publish in, is no exception. One thing you can do to help get your ideas accepted is to learn to write and talk in the language common to your research area.

I know of at least one case, in which a private person published papers using his business address (patent agent), which had nothing to do with the content of the papers; by the way, they were published in Nature and/or Science. ... So, yes, it is possible to publish as an independent researcher

Yes, it's possible to get a paper published without having a PhD: PhD students do it all the time. ... In practice, graduate study is one of the main ways people attain the skills to write such a paper, but a Ph. D. is not a requirement.

Can one publish a research paper without any affiliation to any university or institute? Of course you can. You can even publish in a respected peer-reviewed journal.
