You can’t.

You can, however, estimate potential revenue for a given set of keywords using volume data.

And no, that’s not the same thing.

ROI is a ratio of revenue versus cost, so if you’re using keyword volume data, that means at best you’re trying to estimate the potential revenue for content (or whatever) that aligns with a specific keyword. Because it’s potential revenue and you really don’t have a cost, you’re not calculating ROI, you’re just estimating revenue.
