Hi,
Ad Group in Google AdWords is like a big container where you keep all your keywords, text copies and landing pages. Google recommends advertisers to make adgroups with tightly themed keywords. So, it is better to create multiple adgroups based on your keywords. Google check out your ad group organization to find multiple things like what kind of message your ad will convey when it gets triggered, list of keywords your ads will show, etc.

An ad group contains one or more ads that share similar targets. You set a bid, or price, to be used when an ad group's keywords trigger an ad to appear. Use ad groups to organize your ads by a common theme, such as the types of products or services you want to advertise.

Ad groups are just that: groups of ads that are targeted to a set of related keywords. This helps you group related keywords and write ads around a common theme. Each ad also includes the landing page you want to take users to after they click.

In the type list, select Ad groups.
In the toolbar, select Add ad group.
If prompted, select the destination campaign and click OK.
Enter the ad group name and one or more bids. Optional: Specify the ad group type. A newly created ad group's type is set to Default. Learn more about ad groups.

Ad group is an integral part of a Google ads campaigns.
Account → Campaigns →Ad group → Keywords
An Ad Group contains one or more ads that share similar targets. You can also set budget on ad group level which can be applicable to all keywords under that particular ad group.
You set a bid, or price, to be used when an ad group's keywords trigger an ad to appear. You can also set prices for individual keywords within the ad group.
Ad Group can be made based on products/services location and similarities.
