Keyword stuffing is a black hat SEO method which increases the number of keyword density to a far higher range in order to rank for potential keywords. After the panda update, it’s not recommended to keyword stuff to manipulate search engines and should be avoided at all costs.

"Keyword stuffing" refers to the practice of loading a webpage with keywords or numbers in an attempt to manipulate a site's ranking in Google search results. Often these keywords appear in a list or group, or out of context (not as natural prose).

Keyword stuffing is widely condemned by search engines, and the activity could lead to a search penalty. In other words, if you fill your page with needless keywords, it won't improve your chances of ranking higher. It will decrease them.

So it's important to know that SEO does still matter—to a degree. For example, it's still very important that your long-tail keyword shows up in your page title, URL, subheaders, image descriptions, meta descriptions, etc. In other words, keyword placement is still important. But frequency is not.

Keyword stuffing, also known as keyphrase stuffing, is a widely known SEO technique used by website owners to rank their websites to the top by inscribing many keywords into their websites. Additionally, Keyphrase stuffing is a very negative term in the search engine optimization (SEO) space. For this reason, this act is considered web spam and was a common strategy used back in the 1990s and 2000s. Nowadays, keyword stuffing is observed as a black hat technique.
