On one single web-page two H1 tags can be used. Over usage of H1 tags will give a negative indication to search engines and it may also lead to negative rankings.

I would recommend to use only one H1 tag for your web page.
Because the H1 tag represents the summary of your website and providing multiple summaries won’t do any good for you, users or Google.

I will suggest only one H1 Tag. You can use h3 and h4 many times.

Your website should have only one h1 tag. If you have more than one h1 tag on a page, change the other h1 tags to an h2 or h3. Your h1 tag should be at the top of the page content (above any other heading tags in the page code).

It is common to have multiple H1 heading tags in different parts of your page, in your website's template, theme or other sections. Regardless of whether you use HTML5 or not, having multiple H1 elements or multiple heading tags of the same type on a page is completely fine.

For more information, you can read about the difference between and H1 and the SEO title. Firstly, you are limited to using one H1 heading on each page. The H1 heading should be the name/title of the page or post
