Yes, you can always upgrade your plan at any time from your Bluehost dashboard or you can ask the customer support. However, it would be better if you pick the right plan from day one as when you upgrade the Bluehost plan, you will not get the discounted pricing.

You may need to upgrade your hosting plan to the next on the following circumstances.

Slow loading of website

Increase in the number of visitors per day

Unable to handle more request

Insufficient bandwidth and storage offered by the current plan.

Website faces security concerns

If you feel your website is matching with anyone or all of the above circumstances, then definitely it is the time for an upgrade. But be wise in your upgrade. Know your demands before upgrading to the hosting plan.

As per my opinion you need to upgrade the hosting plan when you see your website is slowing down due to low recourses including bandwidth or RAM. However you need to choose hosting that provider you scalable servers so whenever you server thing it need to be scale, it will automatically scale.
