Formulating an SEO plan

I've been trying to recreate my SEO plan from the ground up but I've hit a bit of a wall.

What are some of the tips or tricks you guys have had success with?

I am not particularly well-versed so any suggestions would be much appreciated.

4. Review Every Page for Additional Keyword Placement

I understand that hiring an expert is always the best way to go. Do you have any recommendations if I would like to learn by myself in the meantime?

Also it would be great if you could elaborate number 5?
