The best vps hosting depends on what you need. Are you going to use linux vps or windows. Are you making websites for one country or wolrdwide.

If you want sites for one country than find a cheap vps provider with data centers in that country. I like to use a kvm vps and some people do not. I also like cheap vps for world wide websites hosting in countries that do not have vat taxes.
