inbound links vs outbound links are links from other websites and links on your website to other website pages. A in bound links is a link from another website to your website or inner pages on your website. Examples of in bound links are blog comments. directories, forum signatures and many more. To help in seo inbound links should be do follow. Some no follow links that do not help seo do help get traffic to your site. If you can always seo any inbound links to your websites.
Out bound links example are links on your website that go to another website. They can be out bound links to websites or blogs you do not own and even to websites you do own. Any link that is do follow gives some page rank from your site to the other site the link leads to.

In simple words, an Inbound link means the incoming Backlink from another page on another website, which redirects to your website.
While an outbound link refers to the hyperlink on your website that redirects to another website; which will be the Backlink for that website. These are also very important for the search engine as it fortifies trust for the content you link out to it.
Note that the Inbound link and internal link are different. However, the inbound link and Backlink are the same.
