The best low cost vps depends on what you need. Do you need one located in one country because site is for that country or is the site for world wide users.
Just find a cheap low cost vps that has 99% uptime no set up or upgrade fees. I like low cost hosting for vps located in countries that you do not have to pay extra vat tax for.

VPS plans from libertyvps.net and legionbox.com are good enough to sign up with.
Don't hesitate to switch to them. They make it easy and you can go on with peace of mind.
Well, kvchosting.net (https://kvchosting.net/) is my lifesaver , their support is amazingly helpful and so informative, they have been helping me non stop for a over 8 months, what i love most about them is their quick sufficient reply that always satisfy me.

They are cheap and pretty reliable. The customer service has been excellent. They quickly address and fix problems and even help with my php questions. They are definitely worth a shot.
I can express the point that QHoster.com has made my life so much easier I don't really know where to begin.
They have helped me to launch a number of blogs and I'll use it for any website I ever host.
