You will never know what links Google counts towards your PageRank. The links that Google shows you are just a small sampling of the links it's using to calculate your PageRank. In fact it doesn't even show you your most valuable links usually.

PageRank in short is going to tell how strong the backlinks are but as you may guess many times even the low PageRank websites could be performing greatly over the net since PR is not the guaranteed way to reach the top spots on the Google pages.

To calculate the PageRank for a page, all of its inbound links are taken into account. These are links from within the site and links from outside the site.

PR(A) = (1-d) + d(PR(t1)/C(t1) + ... + PR(tn)/C(tn))

That's the equation that calculates a page's PageRank. It's the original one that was published when PageRank was being developed, and it is probable that Google uses a variation of it but they aren't telling us what it is. It doesn't matter though, as this equation is good enough.

In the equation 't1 - tn' are pages linking to page A, 'C' is the number of outbound links that a page has and 'd' is a damping factor, usually set to 0.85.

We can think of it in a simpler way:-

a page's PageRank = 0.15 + 0.85 * (a "share" of the PageRank of every page that links to it)

"share" = the linking page's PageRank divided by the number of outbound links on the page.

A page "votes" an amount of PageRank onto each page that it links to. The amount of PageRank that it has to vote with is a little less than its own PageRank value (its own value * 0.85). This value is shared equally between all the pages that it links to.

From this, we could conclude that a link from a page with PR4 and 5 outbound links is worth more than a link from a page with PR8 and 100 outbound links

How is PageRank calculated

PR is calculated by the sharing of PR from all the IBL links to your page. This is not strictly accurate because Google also uses the internal links within a site in the calculation of PR. Each link to a page carries with it and passes PR value to the target page. The PR points or value passed depend on the PR value of the page they come from, and the total outbound links from the page. It is generally agreed that a page will only pass about 85% of its value to the page it links to. So a PR5 page with a single outbound link will pass 85% of the value of a PR5 page to the page it links to.
But virtually no page has only a single link remember internal links are also used in the total outbound link count so the value passed to any page is 85% of the PR, divided by the total number of outbound links.
The question now becomes what is the PR point value of the different PR levels. Most observers believe that the relationship between PR levels is logarithmic rather than linear. In other words PR5 is not worth 25% more than a PR4, but may be worth 4 to 6 times more.
It is also understood that a PR value is not a single number, but is in fact a range of values. So not all PR6s are equal. As the chart below shows a PR6 maybe just on the upper boundary of a PR5 or it maybe just short of the entry point for a PR7.
The chart that follows shows the range for each PR value. It also shows how much PR value or PR points a page with 50 outbound links will pass depending on of its own PR rank. From this I have calculated the number of links required from each value of PageRank necessary for a page to attain a desired page rank.

yeah, you are right but it depends on various things not only on web content. It depends on Back Links and Web Traffic also.

PR is the numerical value assigned by the Google. Follow method is used to calculate the PR of a web page.

PR (A) = PR(B) + PR(C) + PR(D)

One of the factors that affect page rank is the number of inbound links that you are getting. To create links, engaging on the following helps:

article submission
blog commenting
press release
link exchange
social bookmarking
forum posting

Page rank is by page. If I have a page that has a PR of 10 and only link to 1 page then it gets all of my rank. The more pages that page links to, the less rank that goes to those pages. Only PR4 and higher pages are shown in backlinks but PR1 - PR3 still give rank. When you say you have a PR2 - PR3 with no incomming links you mean they don't show in the backlinks right.
You either have a toolbar guess or you just have incomming links lower than a PR4. If you have 1 page pointing to your page then depending on the amount of other outgoing links you will have pr. The pages with high PR and few outgoing links are the ones to try and get links from. A PR8 site with 1000s of outgoing links may not equal a PR4 page with one outgoing link.

According to Google: PageRank works by counting the number and quality of links to a page to determine a rough estimate of how important the website is. The underlying assumption is that more important websites are likely to receive more links from other websites.
