A Robots meta tag, also known as robots tags, is a piece of HTML code that's placed in the <head></head> section of a web page and is used to control how search engines crawl and index the URL.
The robots meta tag is an HTML tag that goes the head tag of a page and provides instructions to bots. Like the robots.txt file, it tells search engine crawlers whether or not they are allowed to index a page.
Robots meta directives (sometimes called "meta tags") are pieces of code that provide crawlers instructions for how to crawl or index web page content.

Robots.txt file is giving instruction to search engine which are the pages need to crawl or not crawl.
