It seems to me that along with some good seo advice that you can find on some forums, you can also find a lot of "expert" seo advice that is wrong, and some of it that can actually really hurt your site...
What is the worst seo "advice" that you have ever read on a forum?

You maybe are referring to some wrong perceptions which might also be named as black hat SEO methods because some people might still believe they could be useful to their web ranks. Believe it or not on many websites you could still find some hidden links and hundreds of key terms that are very bad to the overall rankings and web status of the same portals but their admins may believe they are doing the right things.

The worst advice i have ever found was about the cloaking where one of the guy told me that it is legal. Is it?

Cloaking is strictly against Google terms of service. Google will penalize and your site will get banned.

if it is an outdated advice, then definitely it will be having adverse effect on the sites.
Keyword stuffing may be worked in the early 2000, but is not the thing to be followed now.

Once a guy was saying to do some blackhat seo tricks so he can rank faster.
Also use spam tools on forums lol!

I believe any black hat SEO advice can be considered as the worst one.

Keyword stuffing and submitting duplicate contents to article directories is definitely a no no. If it is already published in other portal or your site, it should not be submitted to article directories anymore.

Worse is to do everything with css instead of the basics in html.. (instead of <h1> <span style="size:80px">)
Or content in flash or images. The spider can't read images or flash content.

I think worst advice or SEO is, Thousand of back links for new site, and i have seen many sites in sandbox just because of SEO themselves how wants to have there site on top of Google quickly.

Yes, There are some cases where you get sometimes good seo advice and sometimes bad... but unfortunately i haven't come across any such :(
