Meta tags are a good method for webmasters to provide search engines with information about their sites. A meta tag (which can be meta description or meta keywords among other things) is not visible to website users. Meta descriptions are important however because the search engine will generally display the "meta description" in its search results. So well written copy in the "meta description" can increase clicks & conversions on your websites. And Alt tag is a label attached to someone or something for identification or other information.
Both are useful to provide the information for the user and crawler accordingly.

Title tag, meta description tag and h1 tag are all basic HTML tags with higher weight for ranking purpose. You should use your targeted keywords and their variants in those tags. Generating unique these tags for different pages would be really helpful for SEO purpose.

Meta tags are hidden tag for user and visible for search engine, alt tags are used for image optimization and not visible for user. Anchor tags are used to hyper links of your website url.

A meta tag is a tag (that is, a coding statement) in the Hypertext Markup Language (HTML) that describes some aspect of the contents of a Web page. There are many meta tags and html-tags and obviously they don't all influence the search result.
