static = never changing ip (mostly used for server)
dynamic = changing ip (used by internet provider to their customers or in intranet)
shared = mostly a public ip used by many people (used by internet over 3g/edge)
dedicated = static

And check professors through ratemyprofessor.com if at all possible. You definitely want a good professor for philosophy.

static IP have have benefits, It depend on hosting account which You are using.
One of them is security, I feel more secure with static IP and so on...

static website are those which remain same no one can change or dynamic site are those which which can change it later.
