The sand box refers to the quality-measuring filters in Google’s ranking algorithm that prevent a website or web page from ranking highly until it has reached a certain threshold. No one is sure if the sand box actually exists.

These websites are not banned.
But with the passage of time & improvement in the quality of website content.The website gets out that Sandbox.

I thing Sand box is probationary period for new web site from SEs...it will be until 3-6 months .in this time SE will watch carefully and get some good position in SERP.. after this period have to work hardly to maintain and improve the position

Each and every new website have to face certain probation period to show it's realibility and quality. Google Sandbox period is not fixed and very. Initially you will have to strive hard to get your website out of sandbox effect as your website will not rank / shown in google results if you are under their probation period.
