How Many Post Should Someone Accumulate Before Having A Link In The Signature Area?

As you know due to SEO spammer spamming forums with all kind of links. Forums have to take steps to prevent SEO spammer from spamming their forums. In some forums you are required to have 5 to up to 100 post before having a link in the signature area. My question is how many links should someone have before having the permission to have a link in the signature area?
