It essentially represents the percentage of initial visitors to a site who "bounce" away to a different site, rather than continue on to other pages within the same site.

One of the best ways to learn of your website performance across the net is through using the Google Analytics which can be installed on your site within a few minutes. After the installation just regularly take a look at your web data to figure out how many pages have arrived on your pages, durations and when they left. The stats will help you discovering which sections of your site may require editions because of poor performance.

The bounce rate is the percentage of visitors that stop browsing your website (close the tab, use the browser Back button,...) after seeing the first page of your forum.

If the bouce rate is very high then traffic is pretty much useless. There are always going to be visitors who leave your site immediately, but if it is 90% then you need to think about why visitors aren't staying or the keywords you are targeting. A bouce rate of around 50% is usual, although it varies greatly.
