Currently my website was hosted on a shared hosting with the shared IP. But it could be accessed as fast as before in recent days. I contact the customer support, after they checked the server, the server ran well. They advise me to use a dedicated IP instead.
I wonder whether the access speed is relative to IP the site points to.

Having a Dedicated IP has no relation with the server's speed. Usually people have a misconception about the speed of the website, it largely depends upon the speed that your local ISP offers. Another important aspect is the distance between the location from where the request is generated and the location of the exchange.
