Are external links still bad news?

Is it still bad to have external links leading away from your site, perhaps as part of a directory of industry publications, after the Google algorithm change?

I know it used to be considered that you could lose SEO juice that way. Is that still the case?

External links are merely evil whether they are one-way and don't add quality to your clientele. Sometimes it may be value placing them on your site whether they sweeten the consumers' experience or permit you to receive a reciprocal link.
