Add A "Custom" template

I'm curious about adding a custom template in Wordpress. Some of you know certain themes come with 2 sometimes 3 templates. These can be templates for news, videos or just plain posts. When a user create a new page in the Wordpress admin he/she can select a template for that page. The question I have how do you add a template so it shows as an option in the admin.

Select the Administration > Pages > Add New choice to begin writing a replacement Page. .... produce|to make|to form} a replacement Custom Page Template for a Page you want to create a file
