The difference is that static IP addresses do not change, even if you remain offline for a period of time, while dynamic ones can possibly be released and assigned to someone else.
Static is most often used to make running servers on your machine easier, not having to announce every change of your address.

Static IP is the same for the life of your connection to the ISP

Main thing:

Host server, run the personal e-mail server,

A dynamic IP address which changes from time to time

Main thing:

fun to play "guess my ip"

good if something is blocked

There are advantages to having a Dedicated IP, the main one i think is having the ability to add your own SSL certificate as this is not possible on a shared IP. This is very useful if you intend to sell anything online. Another benefit of using a Dedicated IP is from SEO point of view. A Dedicated IP address will definitely enhance your ranking than having a Shared IP . With dedicated IP you can view your website in the browser directly. I think that is one of the reason people prefer having a unique IP for their site.

Dynamic IP addresses can change each time you connect to the Internet, while static IP addresses are reserved for you statically and don't change over time.

Shared SSL - With shared SSL you get the benefits of SSL with out the costs that are usually associated with setting up a SSL server. With Shared SSL you use your web hosting company's SSL certificate. With Shared SSL certificate, you will need to use a URL like https://server_host_name/~username ~/ which doesn’t look professional and trustworthy for high profile business websites who sell a wide range of products online.

Dedicated SSL - With private / dedicated SSL you get your own SSL certificate and have a dedicated I.P. address to run the SSL server on. With private SSL you get a secure URL lke https://secure.yourname.com/ and your web hosting companies name is not included in the url with private ssl which looks truly professional.
