1. You have to make sure that your site is properly set up and On-Site SEO is performed well.
2. Once that is fine, you can go ahead with off site SEO, like getting quality links and etc. To get links there are various methods can be adopted. Such as blogging, blog commenting, forums postings, article submissions, social bookmarks and etc.
