I do not think so. According to Matt Cuts, blog commenting is not much effective now and it is not recommended to provide a do follow back link. So, if one is thinking that he can achieve its target only by commenting only, then it is really bad.

Blog commenting is one of the way to generate traffic and backlink. I wondered why you emphasis SEO 2011? Does SEO method different from year to year? To date, blog & forum commenting do help in backlink. I do not guarantee you will get traffic from the sites but your exposure is there.

But as per now Google Panda algorithm, we can't say that only blog commenting effects the page rank.It does not consider the blogs with low quality sites and ur backlinks are washed out there.So be unique in posting like dofollow blogs with high page rank.All that based on the comment you post relevant to the content.

As per my personal experience genuine due to spamming moderators are not approving the comments...so if your comments don't get approved then its worthless.. Due to this factors now i am not doing blog commenting..
