Not quite. If you think about it, how can a fresh web designer become "experienced" if you wont give them a chance. What you got to do first is: test before you hire. Getting employees from outsourcing sites such as monster.com doesn't guarantee (https://www.staff.com/blog/why-hiring-only-on-job-sites-could-be-a-mistake-for-your-business/) them to be knowledgeable of the field. Hiring an employee right a way is the number 2 common mistake employers make, you need to test them first to see if he is capable, skillful and to see if he is really the "one" your looking for. :D
