Depends on which one you are talking about. Most likely you are talking about MySQL.
In this case that is recommended to check hostdone.com for cheap hosting (http://www.hostdone.com/cheap-web-hosting/best-web-hosting.htm) with included MySQL.

Almost all hosts support cpanel. I don't there are hosts that doesn't support database.
