I think both processes are useful - On page and off page for using SEO as a best method to improve your site in SERPs. I have heard that only off page is useful to get your site on top position...

Is it really true??

How much importance of On page and how precisely it is done??

It is true that off page optimization is more important to get top search engine position but if we also on page optimization then it would be very helpful to get better results from off page optimization

Off page alone cannot bring you high rankings. Unless your site has a web friendly layout, how will you promote it on different channels.
Only after you optimize your site well for on page factors you can think of off page optimization.
On page is optimizing your website for search engines.
