Virtual Router describes a software-based abstract object that enables routing for hosts on a shared LAN. It typically runs the virtual router redundancy protocol. The primary elements of a virtual router are an Identifier and a related set of IP addresses from a common LAN. The Virtual Router enables on-demand networking even in the absence of routing hardware.

VR's are separate and independent routing tables. On Netscreen devices, there is a relationship that you need to know, to create firewall policy.Interfaces are associated with zonesSecurity zones are associated with VR'sRouting is key to making your policies work. There are loads more to it, but these are the basics.

An abstract object managed by VRRP that acts as a default router for hosts on a shared LAN. It consists of a Virtual Router Identifier and a set of associated IP addresses across a common LAN
A virtual router is the component of ScreenOS that performs routing functions. By default, a NetScreen device supports two virtual routers: Untrust-VR and Trust-VR.

The Virtual Router Redundancy Protocol (VRRP) is also a computer networking protocol that provides for automatic assignment of available Internet Protocol (IP) routers to participating hosts through the Internet. This VRRP increases the availability and also reliability of routing paths via automatic default gateway selections on an IP subnetwork through the Internet.

Virtual router is a software-based routing framework that allows the host machine to perform as a typical hardware router over a local area network.
A virtual router can enable a computer/server to have the abilities of a full-fledged router by performing the network and packet routing functionality of the router via a software application. Virtual Router Redundancy Protocol (VRRP) may implement virtual routers to increase the reliability of the network. This is done by advertising a virtual router as the default gateway, backed by a group of physical routers.
