css or table which is more effective to design the layout of website?

Hello everyone ...........we can design our website layout through css and tables both. but css is more reliable and useful than tables lets take a example i want to create a layout structure for a website which has 27 pages if i use tables i need to edit every page and in css i have to put my code in only one place.
2) css page load easily than tables...
