The World Wide Web Consortium (W3C) is the main body that sets web standards.  It was founded and is lead by Tim Berners-Lee, who you may remember came up with the whole WWW idea.

W3C is an abbreviated form of the World Wide Web Consortium. The purpose of the W3C is to develop open standards so the webs evolving in the one direction in place of split into different opposite directions. The W3C checks markup validity of your web documents in HTML, XHTML etc.

And although they created these standards, there are many professional sites that do not pass their tests (try google.com or microsoft.com).  Believe me, some of this w3c nonesense causes you to have an ugly website.

W3C was designed to make sure interface and contract among market associates in the ownership of new expectations.

w3c is the general consortium which lays down the standards that need to be followed around the world. It is like the guideline based on which others go about designing, coding or creating new products.
