In My opinion Reciprocal is better than three way link exchange, because in case of reciprocal we exchange links mutually, but in case of three way most of all webmaster uses other site for giving back links which are basically build for link building purpose.

As per my view the best link building type is one way link building but you are asking about the two way and three way link building then I will suggest you to go with three way type link building because the two way type link building is called reciprocal links and search engine wont consider it strong back link as compared to three way type link building.

As everyone should not one way is the best , it just too much for the 3 way link building while it too complicate and hard to make it related.
