Usually it is baically correct meta tags, nice and compatible coding throught every browsers, and Relevant content on the said page

On page optimization should start only after exhaustive keyword research. Apply the keywords in title, meta tags, heading and anchor text.

There is also something called Latent Semantic Indexing (LSI) which is about creating content that's not necessarily directly related but can be related indirectly. For example imagine you have an ecommerce store for prom dresses and you might have articles about choosing the right prom dress. Since proms are for teenagers you can bring in other topics like acne control or give beauty and make up tips for the prom.

Make sure your website loads quickly, too much javascript can slow down your site as can too many database queries. Google uses site speed as a quality indicator in their AdWords program so there's no reason why they don't apply it to the organic searches too.

Also make sure your internal linking is good, use keywords in the anchor text to link to other pages.
