There are lots of CMS available for Linux platform, but I am not so familiar with Linux. Are there any free content management systems that could run on

Windows hosting platform ? which will provide an admin page on the website after installation so that I can manage my site content without touching the

script files.

There are many PHP and MySQL based CMS available for free. If you are interested in an advanced and premium CSM then you can go for the Adobe Contribute - Web Publishing Software, but you will need to install a desktop application.

Free? Yes and no. Sitefinity is a great CMS, but out of the box it lacks as far as website beauty. That is where someone can come in and create your "look".
