IMO you should  use any CMS for building websites such as Wordpress or Joomla. If you want any e-Commerce site then Magento would be a good option for that. These CMS would save your time and efforts and these sites would be search engine friendly as well.

I would like to say that PHP is the best language for web designing.
PHP is the most common language and easy language to learn.
If you have the basic knowledge of HTML then you can learn PHP easily.

There are many languages but PHP is easier to learn among them.
There is also java, asp.net, .net core, .net mvc, etc.
And if you use PHP then use MySQL for the database.
For designing use JQuery and CSS framework bootstrap.

It all depends on what you plan to use this site for. If you have never done this before, then a great solution for you is to use php and html.
